Your Windows user isn‘t a member of the "SIMATIC HMI" and "Main users" user groups. The "SIMATIC HMI" user group is created when WinCC is installed. In order to use WinCC without encountering any problems, the Windows users must belong to this group.
The Windows user should not be a member of any other user groups with restricted rights because user rights are cumulative. As soon as the rights of a group are restricted, the rights of the corresponding user are restricted accordingly.

The Windows user‘s rights are inadequate. Change the user‘s rights. The Windows user who is logged in should have the following properties:

The DCOM interface in Windows is disabled. Enable the DCOM interface in the Windows registry.
Alternatively, the changes can also be made manually:
? Open your computer‘s registry by clicking "Start > Run..." and then entering the command "regedit".
? Open the path "HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > OLE".
? Double-click "EnableDCOM". A value-entry window opens; enter "Y".
Important:
As a general rule, no warranty can be provided for direct changes made to the registry because this is the responsibility of the user. In any event, you are advised to make a backup of the registry before undertaking the actions described here. Furthermore, these settings are computer-specific. This means that when you copy the project to another computer, you must make the settings there again.

This error message might be displayed when you access released elements on a server from a client:
"not enough server storage is available for this command" The error message is output when you start WinCC. If you start WinCC from the SIMATIC Manager, the hourglass is displayed and WinCC is not started. The following entry is in the Windows event display:
"Event ID 2011, IRPStackSize too small
The configuration parameter "irpstacksize" of the server service is too small to use a local device.
This problem can occur if too low a value has been defined on the server for the Registry entry "IRPStackSize".
Define a higher value for the Registry entry "IRPStackSize" to clear the problem. Use the following procedure:
1. Click on "Start > Run...", enter "regedit" and click on "OK".
2. Click on the following subcode in the Registry:
"HKEY_LOCAL_MACHINE\SYSTEM
\CurrentControlSet\Services\lanmanserver\Parameters"
If the value "IRPStackSize" is not available, proceed as follows:
